Imagine if NHS treatment decisions were made by secret algorithms owned by private companies, or if school admissions operated through undisclosed criteria that favoured certain postcodes. Yet financial services — equally essential to modern life — operate precisely this way.
Learning from European Alternatives
Britain's approach isn't inevitable. Germany's SCHUFA system, while imperfect, incorporates rental payments and provides clearer transparency about scoring criteria. France's Banque de France operates a public credit register that prioritises financial inclusion alongside risk assessment. These systems demonstrate that credit infrastructure can serve citizens rather than just shareholders.
The European Union's recent AI regulation includes provisions for algorithmic transparency in high-risk applications. Britain, freed from these constraints, has chosen to maintain opacity in systems that determine access to housing, transport, and entrepreneurship.
Building a Democratic Alternative
Reforming credit scoring requires recognising it as public infrastructure, not private profit opportunity. A genuinely progressive approach would include mandatory incorporation of rental payments, transparent algorithmic criteria, and democratic oversight of scoring methodologies.
The government could establish a public credit infrastructure, similar to how many countries operate national identity systems. This wouldn't eliminate private credit providers but would ensure fair access to basic financial services regardless of postcode or employment type.
Smaller reforms could deliver immediate impact: requiring algorithmic impact assessments, mandating rental payment inclusion, and establishing a right to explanation for credit decisions. The technology exists — only political will is lacking.
